It would be helpful to know what hills you speak of. Do you suspect this sheep to be feral? It is a coarse wool breed. They are particularly prevalent in the Northern British Isles. Feral sheep would likely descend from a short tail breed that sheds wool. We donโt see them here in Virginia.

Looks like a Scottish Blackface โ the UK's most common breed with ~3M individuals. Those dark face/leg markings are a classic identifier. Scotland alone has ~6.7M sheep, outnumbering people 1.2:1!

I think she's a Boreray sheep; they have the facial markings and are renowned for their thick fleeces. They are quite a rare breed from the Scottish Islands. Hope that helps... I love the Mel Gibson analogy!
